Money to Support Sports From the Government or Prime Minister's Reserve Was Allocated Non-transparently
Bratislava, September 10, 2021 - The Supreme Audit Office (SAO) carried out an audit of the Ministry of Finance and the Office of the Government on the transparency of allocation of funds for the development and support of sport from 2018 to June 2020. Based on its results, national auditors state that the financing system of sport from public sources is fragmented, confusing, without transparency and conception in Slovakia. The process of allocating funds for sport from the reserve of the government or the prime minister was non-transparent. In the case of the Prime Minister's reserve, not only clear rules were missing, but also criteria for the allocation of subsidies, while the public did not have the opportunity to apply for subsidies on the basis of open calls. The National Authority for External Audit therefore draws the attention of Parliament to the need to unify the rules and designate one central state body, a ministry which, on the basis of clear criteria, will allocate non-repayable subsidies for the development and promotion of sport. No less important, the Ministry of Education should update the national strategy for the development of sport and complete the information system for sport, which will include a central register of subsidies for sport from all state or public sources.

Undoubtedly, this is a key public policy, which must be based on a sustainable strategy shaped not only by the responsible state institutions, but also by representative sports organizations.
