People help safeguard public funds: SAO received 330 submissions in six months

Bratislava, 18 July 2025 – A total of 330 submissions from both individuals and legal entities were registered by the Supreme Audit Office of the Slovak Republic (SAO) in the first half of 2025. The highest number of submissions concerned financial management in local government, with several related to water management, healthcare, or culture. One third consisted of repeated submissions from a single citizen. Some of the suggestions will be used by auditors as a basis for next year’s audits. The national auditors will, for instance, examine how the company Konštrukta – Defence, a. s. and the Secondary Medical School in Košice manage their assets.

The largest number of submissions was received via email – 60 in total – followed by 56 through the web portal, 19 via the Slovensko.sk platform, and the rest by post. Repeated submissions are not included in this count. Among the submissions that fall within the SAO’s remit, most raised concerns about inefficient use of public funds or assets, or violations of legal regulations. Citizens most frequently submitted suggestions regarding the functioning of local governments. “We are pleased that people are not indifferent to how money is managed in their municipalities or in the state itself. Every citizen can, in effect, become an active auditor. Thanks to their well-grounded submissions, we can better target our audits and focus more precisely on risks,” said the SAO spokesperson Daniela Bolech Dobáková. “Such public interest in society is an important signal that people are monitoring public affairs and want state finances to be used efficiently and transparently,” she added.

A total of 43 anonymous submissions were also recorded. The Office received submissions from Members of the National Council of the Slovak Republic as well as from non-governmental organisations, with some repeatedly focusing on topics such as Expo Osaka or the Slovak Academy of Sciences. Based on selected submissions, audits are being prepared focusing, for example, on bus transport in the Trenčín Region, financial management of the Ministry of the Interior’s car repair facilities, the company Konštrukta – Defence, and the Secondary Medical School in Košice. Based on these suggestions, auditors will also examine the collection of waste fees in the High Tatras and the electronic toll system.

As many as 40 submissions concerned areas outside the competence of the national auditors. These were mainly consumer complaints about energy suppliers, dissatisfaction with the work of residential building managers, or construction authorities.

What the Office does not address:

Property and inheritance disputes, employment-related matters, vehicle towing and fines, determination of pension amounts or other social benefits, payments for energy or phone services, public procurement processes, interpretation of legislation, or administrative proceedings conducted by other authorities or property management companies. The national authority for external audit also cannot overturn decisions made by courts or administrative bodies, nor can it resolve civil-law or commercial-law disputes.
