Every citizen can be an auditor: SAO launches a unique EU funds map - SAO
News
For the seventh year, the SAO has been developing its MuMAP (Municipalities on Map) web application, which gives the public an overview of local government finances, the use of European funds and quality of life across Slovakia. A new feature is a unique map showing EU-funded projects according to where they were actually implemented.
The new “EU-funded Projects” category covers more than 40,000 projects financed under the 2007–2013 and 2014–2020 programming periods. Unlike standard datasets, the projects are mapped to the locations where they were implemented, rather than to the registered addresses of funding recipients. By linking several databases and analytical sources, the SAO provides a more accurate picture of where European funds actually went and their impact on individual regions.
The highest number of projects—both individual and joint—is recorded in the Košice Region (2,030), Košice I District (58) and, among municipalities, the city of Prešov (647).
“The Supreme Audit Office aims to make impartial public oversight accessible to everyone and encourage greater public interest in how public administration works. The new map shows where EU-funded projects were implemented and where they delivered concrete results. This data enables citizens to make informed decisions and take a more active role in the life of their municipality or region,” said SAO spokesperson Daniela Bolech Dobáková.
Another popular feature of MuMAP is the “Quality of Life” category, which assesses living conditions in all Slovak municipalities and cities. SAO analysts use indicators covering demographics, economic activity, healthcare, education, safety, the environment, social services, culture, civic engagement, transport and basic infrastructure.
In the 2026 Quality of Life ranking, the municipality of Gbeľany returned to first place, having topped the ranking in previous years. Teplička nad Váhom came second, followed by Košice-Lorinčík in third place. The top ten also includes Košeca, Krasňany, Štiavnička, Ďurďošík, Bratislava-Lamač, Košťany nad Turcom and Bratislava-Záhorská Bystrica.
“Every citizen has the right to take an interest in how their municipality or city is managed. MuMAP puts relevant data in one place and helps people form their own view of local government finances and the use of public and European resources. An informed citizen and active civic oversight are essential pillars of well-functioning local government and transparent public decision-making,” added Daniela Bolech Dobáková.
MuMAP was launched in 2020 as a pilot project during an international hackathon of supreme audit institutions in Prague. Today, it is a unique public oversight tool bringing together data on local government finances, SAO audit findings, EU-funded projects, quality of life and support provided during the COVID-19 pandemic.
The application reflects SAO’s vision that every municipality should be a responsible steward of public resources and that every citizen can become an active auditor of the place where they live. Public oversight and interest in local affairs are not only citizens’ rights, but also an important part of a responsible civil society.
